Complete answer: People participate in the process of government only in a democratic regime. There are various ways through which people in democratic countries participate or interact with the government. Through elections, people decide who will rule them or which party will form the government. The government works on the whims and wishes of the people. People express what they want the government to do through various interest groups or directly through strikes, hartals and protests. If the government fails to fulfil their desires they criticise and remove them from power. People lead various social movements to tell the government what is necessary and what should be done to tackle a problem that they are facing. They also express their demands through the fourth pillar of Democracy i.e Media. Through these ways, people influence the decisions of the government and participate in the process of government.

Note: The participation of people though is the utmost important aspect of any government, but still, not all forms permit such participation. Forms like dictatorship are very radical and authoritative.
