Before proceeding directly to the solution, let us first know what is ammonia and what is liquor ammonia and how it is prepared and what are the differences between these two. This all concept will automatically take to the answer.
Ammonia is a compound which has a molecular formula NH3and it is colorless gas with a pungent smell. It is used in daily life as well like in refrigerants, in preparation of plastics, explosives, dyes and other household cleaning products.
Ammonia exists as a gas under room temperature and as its name suggests it does not have any water content in it.

So, ammonia has formula of NH3 and when water is added to it the reaction is: -
NH3+ H2O NH4OH(aq.)
So, ammonium hydroxide (as its name suggests) has water content in it and is prepared by dissolving ammonia gas in water.

Note: Ammonia and ammonia liquor are different as we discussed in the question and to answer any question related to it, even names could suggest the reagent used to prepare the solution.
