Hint: It was set up to see if the recruitment process was taking place properly. It was formed by George V of the United Kingdom of Great Britain.

Complete answer:
The Royal Commission which is also known as Islington Commission which took place in the year 1912. Basically, this commission was formed to follow the three standards in consideration: firstly, need to maintain high standards of the civil administration in British India; secondly, to safeguard the interest of the British in India; thirdly, to satisfy the aspirants as they can aspire there dream and also build and grow a healthy relation with India and Europe. It took place in the Year 1912.
This commission made several important decisions and I gave the most recommendation in regards to Higher Civil services. The recommendations which were submitted in the year 1915 are as follows: -
The recruitment which were done should be made partly in India and partly in England, but however they later on it dint favor the national exams which they couldn’t as holding competitive exams simultaneously was not possible for England and India which was the Prime demand of Indians.
It was been said that the 25% of the superior post shall be filled with Indians
All the services under the Government of India shall be categorized into Class I and Class II.
There should be a probation period for almost 2 years for direct recruits and for ICS it should be about 3 years.

Thus, the correct answer is D.

Note: It was held in 1912 but they were not able to give it as World war II was going on which was very tedious. As the main reason why it had been made to see it the recruitment of the Indian Civil Service and other services was going right.
