The ${73}^{\text{rd}}$ constitutional amendment belongs to the Rural local self government. It came into force in 1993 in India in order to provide constitutional status to the Panchayati Raj institutions.
It contains provisions for the devolution of powers and responsibilities to the rural local bodies. It governs the ability of Panchayats to levy and collect taxes, tolls, duties, fees etc. This Act provides a three-tier system of Panchayati Raj, holds elections regularly, appoints State Finance commission and constitutes a District Planning Committee.
The rural and urban local bodies came under Part IX and IXA of the constitution after almost 43 years of India becoming a republic.
The modern Panchayati Raj system is based on the historical Panchayati Raj system of India. It was formalized and introduced after following a proposal submitted by the LM Singhvi Committee. It suggested making some changes to the Panchayti Raj institutions which already existed in the Indian history. The aim was to make a more decentralised administration for more efficient governance.
