Hint: Tughlaqnama is a historic masnavi. It is a book about the reign of Tughlaq rulers specially Ghiyath al-Din Tughlaq. The real name of the writer of the book is Yamin-ud-Din-Khusrau.

Complete Answer:
The Tughlaq dynasty was a Muslim dynasty which ruled over Delhi sultanate. The reign started in the year 1320 with Ghazi Malik took over the throne under the title Ghiyath-al-Din Tughlaq.
The most popular king of this dynasty is Mohammed Bin Tughlaq. The dynasty was at its best during the years 1330-1335. It ruled mostly all over the Indian subcontinent.
Amir Khusrau was a famous Sufi poet, singer and scholar of Indian origin. He wrote poetry in Persian as well as Hindavi. Khusrau is referred to as the Parrot of India and also been called as the Father of Urdu Literature. He was a spiritual disciple of Nizammudin Auliya of Delhi.
Amir Khusrau wrote TughlaqNama in 1321 about how Ghiyath al-Din Tughlaq had established the Tughlaq dynasty and how Tughlaqs had reigned over Delhi Sultanate and the whole of India.
Let’s look at the given options:
Option (a) Abu Nasr Utbi had written Tarikh i Yamini in Arabic about the reign of Sebuktigin and Mahmud till 1020. So, this is the wrong answer.
Option (b) Amir Khusrau is the famous Sufi poet and scholar who had written about the rule of The Tughlaqs in his masnavi called Tughlaq Nama in Persian. This is the correct answer.
Option (c) Abul Fazl is one of the Navratnas or the Nine Gems at Akbar’s court. He wrote the famous AkbarNama which spoke about Akbar’s rule. Thus, this is the incorrect option.
Option (d) Hasan Nizami, a Persian historian and poet wrote the first official history of Delhi Sultanate called Tajul-Ma'asir. This is also an incorrect answer.
Hence, the option ‘b. Amir Khusrau’ is correct.

Note: Khusrau is credited with the introduction of ghazal style of music. He is also regarded as the Father of Qawwali. The Qawwalis were originally written in Persian language. Some of the other works of Amir Khusrau are Nuh Sipihr, Tarikh-e ‘Ala’I, etc.
