Given that sodium hydroxide solution is treated with the acetic acid to form the sodium acetate and water. The reaction is as shown below
NaOH + CH3COOH  CH3COONa + H2O

In the above reaction sodium hydroxide is a base and acetic acid is the acid. These acids and the base react with each other to produce sodium acetate which is nothing but salt and water is produced as the by-product. In this reaction the acid is neutralized with the base producing the salt and the reaction is known as the neutralization reaction.
