The Central Vigilance Commission is the top Vigilance Institute which is free from control from any Executive Authority, monitors all vigilance activity under the Central Government and the organizations of the Central Government in planning, executing and improving their vigilance work.

Complete step by step solution:
Central vigilance commission was founded by the government on the recommendations of the committee on the prevention of corruption in February 1964 which led to Mr. Sandman being under the chairmanship. In 2003 Parliament provided statutory status on the CVC Act. Central vigilance commission is not controlled by any ministry. This is an independent body which is responsible for Parliament.

Functions are -
1) This body gets complaints on corruption or abuse of office and proper action is recommended. The following institutions, bodies, or a person can go to CVC.
2) A Whistler is a person who can disclose information about a company, or a government agency, or an outsider or disclose information about some high rights about any wrong work, which is fraudulent.
3) Its annual report details the work done by the commission and points out the systematic failures that lead to corruption in government departments.
4) The report also suggests improvements and preventive measures.
