Winters are a season where the temperature of the country falls. The rays of sun fall vertically over the south equator. Winds always blow from the colder end to a hotter end or we can say that winds always blow from a high pressure region to a low pressure region. Now during the winters land cools down more as compared to the water present in the sea. This means that the temperature on the land will be lower than that of the temperature of the water. Hence the winds will move from the land to the sea during the winters. Also we can also understand this as, the temperature is a little higher in the water in sea then a low pressure region is created there as the temperature and pressure are inversely proportional at constant volume. In the same way a high pressure region will be created in the land due to the lower temperature. So the winds will move from the high pressure to the low pressure that is from land to sea.

Most of the regions in India have cooler weather due to this in the winter season. The coldest months in winters are December and January where the lowest fall in temperature is observed. Whereas the temperature is relatively higher in the south and west parts of the country as compared to the northern part of India.
