An ionic compound is overall neutral but it consists of anions which are negatively charged species and cation which are positively charged species.

During the formation of ionic bonds there is complete transfer of one or more electrons from one atom to another atom. The electrostatic force or the ionic force is high between the particles when the charges are high.
The key difference between the ionic and the covalent compound is that the ionic compound involves the exchange of electrons whereas in covalent bonds the electrons are shared between atoms. Greater the electronegativity difference between the two ions, the more ionic the bond becomes.
For example: in $NaCl$, sodium is highly electropositive and $Cl$ is highly electronegative, because of this there is a large difference of electronegativity between the atoms. Hence it forms an ionic bond.
Similarly $KCl$ is an ionic compound because there is a large difference of electronegativity between the atoms.
But in HCl both hydrogen and chlorine are non- metals, both of them do not have the tendency to lose electrons hence they share their electrons to complete their octet and form a covalent bond.
Similarly in $CC{{l}_{4}}$ the bond between the four chlorine atoms and carbon is covalent. However each covalent bond in this molecule is polar due to the electronegativity difference between carbon and chlorine but the overall dipole moment is zero.
