Hint:Vice-President is considered the second highest authority after the President.
In the Constitution of India, Article 63 mentions that there should be a Vice President of India.
In the absence of the President, the Vice-President acts as the President of the nation.

Complete answer:
Option A, President is the current Head of State of India and the present President is Ram Nath Kovind. He was elected as President in 2017 after being nominated by BJP, the party which is run by Prime Minister Narendra Modi. He is elected by the Electoral College indirectly and is also the Commander in Chief of Indian Armed Forces. The main duty of the President is to preserve, protect and defend the constitution and the law of India which is taken by him in his oath. In case of his absence Vice-President becomes the ruling authority and so the salary drawn by him is also of the President. So, it is the correct answer.
Option B, Member of Parliament can be any individual who is member in the two houses, i.e. Lok Sabha and Rajya Sabha. So, it is not the relevant answer.
Option C, Chairman of Rajya Sabha, i.e. the Upper House is the Vice-President of India but when he serves as a President then he has all the powers of him. So, it is not the correct answer.
Option D is an invalid option.

Therefore, the correct answer is Option A, i.e. President.

Note: The present Vice-President is Venkaiah Naidu from 11th August 2017.
The Vice-President holds the office for a period of five years. Article 69 states about the Oath taken by the Vice- President.
