One-sixth are nominated by the Governor from persons having good knowledge or practical experience in fields of literature, science, arts, the co-operative movement, and social services. One twelfth is elected by teachers who have spent a minimum of three years teaching in educational organizations within the state not lower than secondary schools, including colleges and universities.
