Hint: Perigee is the position when the moon is closest to Earth. So, when the moon is closest to earth there can be a full solar eclipse and also there can be partial solar eclipse possible depending on the position of moon and also depending on the position of the observer from which part of the earth he/ she is watching that solar eclipse.
