Zero Hour is not mentioned in the Constitution or Housing Policy Rules. It is India's innovation to parliamentary proceedings and has been in existence since 1962. It is an informal tool available to members of Parliament to raise issues without prior notice. It starts immediately after question hour and lasts until the daily agenda is set.

There are four types of questions—Starred, non-starred, short notice questions and questions to private members.

1) Starred questions are the expected oral answer. The member is entitled to once the response has been received from the Minister concerned. These questions are printed in green and marked with an asterisk '*', to distinguish other questions.
2) Non-starred questions are the expected written answer. After the answer is given, no further question can be asked. Time must be given to the minister to answer the question. These questions are printed in white and no more than 230 questions can be written per day in Lok sabha.
3) Short notice notices are those that are asked on the most important issues in the community and therefore, can be asked in a short notice i.e. less than 10 days. These questions can be answered orally and additional questions can be asked. These questions are printed in light pink colour.
4) Questions to private members are those asked of non-clergy members. These questions relate to the law of the individual legislature, the committees of Parliament, the decisions of the independent members. These questions are printed in yellow.
