Among the Indian states, Kerala has the highest proportion of literate persons in the population. As per the 2011 Census, the effective literacy rate is 93.91%. In Kerala, 91.98 percent of women and 96.02 percent of men are literate as against 65.46 percent of women and 82.14 percent of men at the all India level. Among all the districts in Kerala, Kottayam tops in literacy with 97.2 percent which is followed by Pathanamthitta with 96.5 percent. Wayanad and Palakkad have the lowest literacy rates with 89 percent and 89.3 percent respectively. But, even the lowest literacy rate of Wayanad is higher than the national average. The literacy rate of all the Districts has improved, compared to 2001. In Kerala, the total literacy movement was first initiated at Kottayam Municipality and Ernakulam District in the late ‘80s. Ernakulam was declared as the first total literate district in India by Prime Minister Shri V P Singh declared on the 4th of February 1990. Based on the literacy survey conducted statewide on the 8th of April 1990, 28.52 lakhs of people were found illiterate. To educate the illiterate, classes were conducted with the help of voluntary organizations like Sastra Sahitya Parishath. Kerala became the first total literate state in India on 18th of April 1991.
