The representatives of the Press and the visitors witnessed this event. Delhi broadcasted a composite sound picture of the entire proceedings on All India Radio.
The first person to address was J. B. Kripalani. Sachchidananda Sinha was appointed as the temporary president. Thou, the demand of a separate state, the Muslim League boycotted the meeting.

The inaugural session began at 11 a.m. The members were formally requested to present their credentials for the nomination of a Deputy Chairman in the meeting.
