The time changes at a rate of 4 minutes for each degree of longitude. As the degree of longitude increases, so does the length of time. The fact that the sun rises earlier in the east than in the west is owing to this difference.

The offset (difference) from Coordinated Universal Time (UTC), the world's time standard, determines the local time inside a time zone.

For every 15 degrees, east or west of the prime meridian (0° longitude) in Greenwich, London, United Kingdom, UTC time varies one hour forward and backward, corresponding to a one-hour difference in mean solar time. The offset is given in hours and minutes and is either UTC- or UTC+.

There would be 24 time zones in the world if each zone was one hour apart. The actual borders on the time zone chart, on the other hand, were drawn to correspond to both internal and international borders, and rarely do they match up exactly with the 15-degree longitudes.
