Hint:Lord Cornwallis became the Governor General of the Republic of India in 1786. He tried to follow the goal of non-interference. It was Cornwallis who introduced the Permanent Settlement of Bengal in 1793. Zamindars were required to pay a fixed amount of cash on a fixed date such as land revenue to the treasury, regardless of what they collected. Cornwallis has introduced a new public service management system. Civil servants were appointed to manage the British territories well in India. It introduced strict regulations, raised their salaries and promoted positions instead of eligibility. Workers were not allowed to trade in secret. All the top posts were reserved for English only. Indians can only be elected to lower positions.
B. Police Transformation
Lord Cornwallis has created a permanent police force in India. In 1791 a Calcutta Police Commissioner was appointed. The districts were divided into Thanas. Each Thana was led by Daroga. As in the public service in the police department too, the Indians were removed from senior positions.
C. Changes in the Judiciary
Lord Cornwallis promoted justice. The collector was released from his judicial duties. He was in charge of the collection of revenue. Civil and Criminal Courts were established at the district level. Provincial appellate courts were set up in Dacca, Calcutta, Murshidabad and Patna. Cornwallis has increased judges' salaries for bribery and corruption. He ended the court money. A new code of conduct known as the "Cornwallis code" was compiled in 1793 by Sir George Barlow.
D. Currency Changes
In1787 the province of Bengal was divided into several parts and each area was placed under a collector. He has established a Finance Board to oversee the work of collectors.
