Hint: After the unrest during January 1905, the Tsar was forced to give in to the demands for change as well as promised a parliament.

Complete answer:
The Federal Assembly is known as the national legislature of the Russian Federation, as per the Constitution of the Russian Federation (1993). It was prefaced by the Supreme Soviet.
It has the State Duma, which is referred to as the lower house, while the Federation Council, is called the upper house. Both of these houses are located in Moscow. The Chairman of the Federation Council is said to be the third most important position following the President and the Prime Minister. In the case where both the President as well as the Prime Minister are incapacitated, the Chairman of the upper house of the Russian parliament is considered as the Acting President of Russia.
The Duma has a total of 450 members who are referred as deputies. Formerly seats in the Duma used to be elected half by proportional representation (with at least 5% of the vote to qualify for seats) while remaining half by single member districts. Somehow, President Putin had passed a decree that said that from the November 2007 election all seats will be elected by the means of proportional representation along with at least 7% of the vote in order to qualify for seats. This 7% threshold is considered one of the highest in Europe and, by introducing the same, Putin had eliminated independents as well as made it effectively impossible for small parties to be elected to the Duma. At the same time, the registration process for candidates in elections is complicated, because only very few of the parties that want to field candidates are allowed to do so. All these points have been clearly highlighted and justified by critics of the Russian system of politics.

Thus, option D is the right answer.

Note-
The jurisdiction of the State Duma consists of: consent to the appointment of the Government's chairman, deciding about the issue of confidence in the Government, appointment along with dismissal of the Central Bank's chairman, appointment and dismissal of the Chairman plus half of the auditors of the Accounting Chamber, appointment as well as dismissal of the Commissioner for Human Rights, proclamation of amnesty, advancing of charges against the President for his impeachment along with others.
