Rent control sets regulations on how much rent can be increased on the apartment each year, leading up to a maximum amount. Once the limit is reached, no matter how long the tenant lives in, the unit rent cannot go any higher. By this act, the intent has always been helpful for lower-income residents by keeping the living costs affordable. There was a sudden increase in the demand for rentable housing for the soldiers who were returning home after World War II. Rent Control Acts(RCAs) were introduced in many countries under various names. These Rent Control Acts were called first-generation rent controls and those introduced later were called soft rent controls or second-generation rent controls. The second-generation rent controls were also called soft rent controls because they provided for some relaxation in rent increases and tenant-landlord relationships. After the First World War, the first rent control Act was introduced in India in Bombay in 1918.

Note: The first rent control Act was followed by similar acts for Calcutta and Rangoon in 1920. Rent control measures were introduced in all the major cities and towns in the countries by the end of the Second World War.
