Complete answer:
The Pradhan Mantri Gram Sadak Yojana (PMGSY) is a nationwide plan in India. The plan is to provide good all-weather road connectivity to several unconnected villages. A total of around 178,000 (1.7 lakh) habitations which have a population of above 500 in the plains, and above 250 in the hilly areas have been planned to be connected by proper roadways. It was estimated that the work would be mostly complete by the year 2019-20. Let us now see which year it was started -

A. The Pradhan Mantri Gram Sadak Yojana was launched in the year 2000. It was launched on 25th December of the year. So, this is the correct answer.
B. The PMGSY was not launched in 1999. So, this is not the correct option.
C. The PMGSY was launched one year before 2001. So, this is not the correct option.
D. By the year 2004, work for the PMGSY had already commenced. So, this is also not the correct option.

Therefore, the correct answer is Option A.

Note:It was introduced by Late Shri Atal Bihari Vajpayee, the then Prime Minister of India.
It is a centrally sponsored scheme. The Online Management, Monitoring and Accounting System (OMMAS GIS) was used to implement the scheme. The OMGAS system was developed to identify targets and to monitor progress. 82% of the total work was completed by the year of 2017.
