Hint: Patwari does various the following works. He measures land and keeps a land record, and is responsible for a group of villages. He maintains and also updates the records of the village
Complete answer:
The dispute between Raghu and Mohan was that Raghu had taken some of Mohan's land. Mohan was a farmer. He and his family own a small farm, which they have been farming for many years. Next to Mohan's field is Raghu’s land which is separated by a small boundary called bund. One morning Mohan noticed that Raghu had shifted the bundle by a few feet. He has managed to take some of Mohan’s land, increasing the size of his field. Mohan was angry but also a little scared. An argument followed. Raghu who refused to accept that he has moved the bund, calls a few of his people and they begin shouting at Mohan and beats him up. The neighbors on hearing the commotion rushed to the spot where Mohan was being beaten up. His friend, who runs the village post-office, suggests that they should go to the police station and file a report, doubtful if this was a good idea as they felt nothing would come out of it. Some people said that Raghu’s family would have already bribed the police. After discussing it they decide that Mohan would go to the police station along with the neighbors who have seen the incident. They could settle the dispute in a peaceful manner
Mohan should go to Patwari first and get the fields measured. He should have gone to the village panchayat. Patwari is responsible for organizing and collecting land revenue from the farmers and providing information to the government about the crops grown in the area. He measures land and keeps a land record, and is responsible for a group of villages. He maintains and also updates the records of the village. He would have given his land back the occupied portion of land to Mohan.
Note: Patwari is called by different names in different states: Patwari, Lekhpal, Kanungo. Raghu’s family owns many fields and also, his uncle is the Sarpanch of the village. But even then, he gathered courage and went to Raghu’s house.
