The vernacular Press Act elicited sustained protests from the wide range of Indian population. It was proposed by Lord Lytton, then viceroy of India. He ruled India as a viceroy for 4 years from 1876 to 1880. During his period of working Lytton worked to improve the Indian administration and supervised the Great Famine of 1876–78.
During Lord Hardinge’s working period as governor-general of India from 1910 to 1916 administration, King George V and Queen Mary visited India and their coronation ceremony was gorgeously proclaimed at the Delhi Durbar in 1911. On this occasion, three important announcements were made: the annulment of the partition of Bengal, the idea of making Bengal a Governor's province, and the transfer of the capital of British India from Calcutta to Delhi.
