Complete answer: The Industrial Revolution was in full swing by 1832 but the development was not unified in both the Northern and Southern part of the US. The South was never industrialized and their economy was lagging. The income source in the southern part was rested upon cotton, tobacco and slavery. They, therefore, had to import all the requirements that were done by paying tariffs. Money gained from the tariffs of the south was utilized in building roads, bridges, canals etc and since the north was heavily populated most of the revenue was spent there which the south felt was unfair. South Carolina was led by John C. Calhoun who was the vice president at that time. When they raised this issue, President Andrew Jackson on 10th December 1832 issued a Proclamation to the People Of South Carolina which was known as the “ NULLIFICATION PROCLAMATION”.

 The proclamation was issued in response to the ordinance submitted by South Carolina that the tariff act of 1828 and 1832 are unauthorised and they would not abide by it. As a result president Jackson authorised the use of the military to cope up with the situation, the South claimed that it is in the interest of the North and thus they stand against it and if they would not hear them, they will go for war too. Vice president John C also resigned. But due to the distrust situation In 1833, Henry Clay came with a compromise bill with the then vice president Calhoun and that slowly and gradually lowered the tariffs over the next decade. The compromise bill was accepted by the south and that ultimately led to the end of the Nullification Crisis.

Note: It is important to note that Nullification Proclamation was the only step to prevent war as the South was ready to do anything by hook or crook to fight against the unauthorised tariff act. It helped them to continue the trade with affordable tariffs.
