The Cabinet Mission came to India inorder to discuss the transfer of powers from the British Government to the Indian leadership with a view to preserving the unity and independence of India. The mission was formulated at the initiative of Clement Attlee who was the then Prime Minister of the United Kingdom.The members of the mission are Sir Stafford Cripps who was the President of the Board of Trade, Lord Pethick-Lawrence who was the Secretary of State for India, and the last member was V Alexander who The First Lord of the Admiralty. Lord Wavell, the Viceroy of India, did not take part in every step but was present and divided into three groups: A, B and C clusters.
The Cabinet Mission also sought to propose measures for the formation of a Constitution for the manufacture of machinery and also to set up an Interim Government.

(2) The central government should be in charge of foreign affairs, defence and communications.
