This reaction can be seen in two parts as reduction and oxidation:

$Mn{O_2} + 2{e^ - } \to MnC{l_2}$
Here $Mn$ is going from +4 oxidation state to +2 oxidation state thus clearly $Mn$ is gaining electron

Oxidation:
$2HCl \to C{l_2} + 2{e^ - }$
Here $Cl$ of $HCl$ is in -1 oxidation state and offer losing its one electron to goes to 0 oxidation state,

Hence, in the given reaction $Mn{O_2}$ is reduced and $HCl$ is oxidized.
