Menon gave an idea to Mountbatten of IOA(Instrumentation Of Accession). There were three states who didn’t sign the IOA before independence were Junagadh, Hyderabad, and Jammu & Kashmir. Junagadh & Hyderabad signed the IOA because of the smartness of Vallabhbhai Patel without any terms & conditions but J&K’s ruler put conditions before signing the IOA. Article 370 was a constitutional recognition To fulfill the mentioned conditions in IOA.
