Gram Sabha means an organisation of all individuals whose names are included at the level of the village in the electoral rolls for the Panchayat. Under Article 243, the term is specified in the Constitution of India.
Functions of Gram sabha
1. The Constitution states that the Gram Sabha exercises such powers and performs such functions at the level of the village as may be provided for by statute by the Legislature of a State [Art 243 G]
2. A report is presented on the activities conducted by the Gram Panchayat since the last Gram Sabha and on the decisions and recommendations of the last Gram Sabha and the Panchayat's acts thereon.
3. In Panchayat limits, discussions are held on the allocation of rations, old-age pension, disability pension, etc.
4. The Gram sabha also tackles issues of registration, attendance and establishment of schooling in the schools of all children in its jurisdiction.
5. Hospitals and veterinary institutions and their practices are also discussed in the Gram Sabha. They advise individuals on the steps to be taken to protect the health and hygiene of individuals and livestock.

Note:Constitutionality of Gram Sabha
Under Article 243, the term Gram Sabha is specified in the Constitution of India. Gram Sabha is the electorate's sabha. All other Panchayati Raj agencies, such as the Gram Panchayat, Block Panchayat and Zilla Parishad, are made up of elected members.
The members of Gram Sabha are people, those over 18 years of age, living in the village and whose names are included in the electoral rolls for the Panchayat at the level of the village.
