Hint: We will discuss property. The term 'property' is used for assets or things owned by individuals or groups. These include buildings, vehicles, furniture, machines, books, computers, etc. On the basis of ownership, property can be divided into Private Property and Public Property.

Complete answer:
The property which is not owned by any one individual or group and on which every member of the community has an equal right to use is known as the public or national property. Public property is of two types. The first category comprises necessary things which are used daily. These are - roads, water reservoirs, schools, hospitals, public transport, electricity, telephones, etc. The second category includes the property which has been handed down to us by our ancestors, like historical monuments, temples, mosques, churches, gurudwaras, forts, palaces, paintings, sculpture, etc. It forms our national heritage.
When someone damages an individual's personal property, it is the individual who suffers. But when public property is destroyed, the whole community suffers. Though it is the responsibility of the government to establish and maintain public property, it is the moral duty of each individual to protect public property. There are people who damage public property. Such an act is called vandalism.
So, the correct answer is Option D.

Note: These people destroy public property for various reasons - to show their frustration to force the authorities to accept their demands, for their own selfish interests and sometimes out of negligence. Some common acts of damaging public property are: writing on the walls of stealing bulbs and fans from trains and buses.
