Complete answer: The earth’s history is constructed on the basis of the ages of fossils put forward by the idea of descent with modification. This is referred to as a geological column. The relative dates are determined by the fossils in strata. If the fossil is simpler, it is the older fossil.
Strata are dated based on the fossils found in them. The fossils are used to establish relative ages of the strata. As radioactive dating can not be used to date sedimentary rocks only igneous rock , absolute dating of fossil bearing sedimentary rocks is impossible.
Due to the believed irreversibility of evolution, scientists believe that"fossils offer an unambiguous timescale for relative age determinations."
The geological column which has been constructed on the theory of evolution is used to establish relative dating of the strata in which the fossils are found. The Geological column is then used to support the theory of descent with modification on which it is based. This is a circular argument.

Note: We can’t tell just by looking how long the different layers have been there. We do know that younger ones are on top of older ones.
