Complete step by step solution:
Right to vote act is the constitution (Sixty-first Amendment) Act, 1989. It was published on 13,December,1989 and introduced by B. Shankaranand.

According to this act everyone who is the citizen of the specific country will be able to vote. And all citizens are equal . The aim of this constitution is to provide equality to all citizens. If a person thinks that illiterate people should not be given the right to vote then he is simply a discriminator. Here are some points:

- We have no right to discriminate against anyone on the basis of poverty.
- An illiterate is also a citizen of India. They should not be debarred from voting right on the basis of his illiteracy.
- Our constitution provides all citizens equal voting rights
- As an ideal citizen we all have to abide by the constitution provisions.
- We must honor human dignity and legal provisions.

Note:
The voter should not be discriminated on the basis of factors like religion, caste, economic status, etc. It does not matter that the religion he/she belongs to and if they are rich or poor. The Indian Constitution clearly lays down the eligibility criterion for voting in India which is that one should be an Indian citizen and must be above 18 years of age.
