Complete answer: The area that constitutes Uttar Pradesh in present times, has the biggest portion of Great Indian Plains when compared with other states. These plains are made because of the Gangetic river system in this state. The soil here is highly fertile, which means agriculture in Uttar Pradesh can sustain a huge number of populations. There are numerous flowing rivers and canals spread across the state of Uttar Pradesh. Availability of water and highly conducive soil has resulted in a large number of big population centers coming up in the state. A few notable cities among them are Lucknow (capital), Ghaziabad, Noida, Meerut, Moradabad, Kanpur, Varanasi, Prayagraj (previous name -Allahabad), etc. Uttar Pradesh has many cities that were established during ancient times and has grown up many folds, be it population or area covered. Uttarakhand was established in the year 2000, prior to that it was a part of Uttar Pradesh.

This is because the number of seats is allocated in proportion to the population of a state. This rule also applies in the case of seats for Rajya Sabha (Upper house of Parliament).
