Hint: Time on earth has been calculated on the basis of the position of the sun. 12 noon in that time represents 12 p.m. or the solar noon depending on the sun’s position in the sky. Solar noon is the time when the Sun appears to contact the local celestial meridian. The local or clock time of noon depending on the longitude at which the area is situated and date of the event.

Solar noon is when the sun is at the highest distance from earth. When the Sun comes in line with the meridian of the observer, it will be reaching its highest position over the horizon on that particular day. This is known as Sun transit time and it will leave the shortest shadow.
The Sun will be directly above at solar noon on the Equator on the equinoxes. On the June solstice, it will be over at the Tropic of Cancer and on the December solstice, it will be right above at the Tropic of Capricorn. In the Northern Hemisphere, north of the Tropic of Cancer, the Sun is due south of the observer at solar noon; in the Southern Hemisphere, south of the Tropic of Capricorn, it is due north. Hence, during the time’ 12 noon’ the sun will be right above us at the farthest distance.

Note: The two longest times span from one noon to the next day noon occurs two times in each year. Sometime near 20 June and 21 December, this phenomenon will happen. The shortest time spans also occur twice in each year, around 25 March and 13 September.
