Ernakulam is the district of Kerala where the literacy rate is 100%. It is also known called cochi or Cochin. In 1990, it became the first fully literate district of India. On January 13, 2016, at Thiruvananthapuram, Hamid Ansari announced that Kerala has become first state of India which attained 100% primary education. State Government of Kerala has launched a mission called “Athulyam”. The achievement in 2016 is a major part of this mission. The scheme was launched in 2014 October in the presence of P. Sathasivam, Governor of Kerala. The efforts made by the mission Athulyam led to this success. Ernakulam is the district which completed this mission first. As a result of this mission, more than two lakh adult learners were qualified in public service commission. This scheme was designed to educate people at least up to grade four. People aged between 15-50 are qualified for the scheme. Marginalized people of society like scheduled caste and scheduled Tribes are also a part of the literacy mission. Women literacy level is also highest in Kerala.
Calicut has a 96.8% literacy rate. So, option b is incorrect. Trivandrum has a 95.6% literacy rate. So, option c is incorrect. Belgaum has a 64.2% literacy rate. So, option d is incorrect.
