Why did the king refuse to give a reward to anyone?

The king sent out messengers in all directions, looking for anybody who could answer these questions. Despite the fact that numerous wise men were there, their responses were all unique. Some people advised that the king sticks to a schedule, but others stated that it was difficult to predict the best time to do duties ahead of time.

Some knowledgeable persons urged the monarch to listen to his counsellors, while others encouraged the monarch to listen to the priest in response to the second question. Then there were others who felt the monarch should follow the doctor's orders, while others supported the use of troops. In response to the third question, some wise men suggested that the king's major concentration be science, while others advocated for religion.

The wise men's replies did not satisfy the king. He couldn't come to a conclusion because they all gave different answers to the same questions, so he refused to pay the incentive to anybody.
