No compound is purely acidic or purely basic. The acidity or basicity of the compound is measured as $pH$ of the compound. It is a scale of 1 to 14 which tells the number of hydronium ions the compound can release. Here 1 is the most acidic and 14 being the most basic.
The acid and bases are always not soluble in water or any other medium. The solubility of the compound depends on the polarity and solvation of the ions involved. The soluble bases are termed alkalies.

When acid and bases react they form a product which is a salt of the two reactants. This salt is mostly neutral and thus shows a neutral effect on the litmus paper as well, that is, the litmus paper is usually unaffected by its application.
The sample which is to be tested with the litmus paper should be applied to a damp litmus paper for it to be properly analyzed.

Note: $pH$ paper is another medium for the more clear estimation of the acidity of the acid and the basicity of the bases. The compound is brought in contact with the damped $pH$ paper. The paper changes its colour based on the $pH$ compound which is under consideration.
