Hint:Take all the three cases separately and by using elimination method, we can find the answer.

Complete answer:
Case 1. If Carl is saying the truth.
If Carl is truthful, then he and Dylan would be the people who can drive, which is against the question as only one of three know how to drive.
Case 2. If Dylan is saying the truth.
If Dylan is telling the truth, it would create a paradox as Carl and Edmund would be contradicting each other. So this case is not possible.
Case 3. If Edmund is saying the truth
If Edmund is truthful, then Dylan would be the only driver in the group ,as he was lying. So this case is plausible.

Now let's see the options:-
1. Carl- As discussed above Carl can't be the correct option.
2. Edmund- As we see from the three cases above , Edmund can't be the driver hence this is incorrect.
3. Dylan- Dylan is the correct option as he satisfied all the cases .
4. All are lying - As the question itself says that one of them has to be a driver hence this is contradicting and an incorrect option.

Hence the correct answer is option C.

Note:Since Dylan was lying, it means.
He knew how to drive as we saw in the third case. Dylan is the driver .
