Hint : “There will be a vice president of India” is stated in the Article 63 of Indian constitution.Currently the vice president of India is M. Venkaiah Naidu. The vice president of India is the second highest constitutional office after the President of India.

Complete answer :
Article 66 of the Indian constitution describes the manner of election of the vice president in India. According to which the vice president is indirectly elected by the members of an electoral college which consist the members of both the houses of the parliament i.e Lok Sabha and Rajya Sabha.
The vice president acts as a president in the absence of the president due to death, impeachment, resignation, etc.
The vice president of India is also called as ex officio chairperson of the Rajya Sabha.
The vice president of India decides whether a bill is financial or not whenever a bill is introduced in the Rajya Sabha.

Option A,is the correct answer for this question.

Note : The president is known as the 1st citizen of India while the vice president is known as the 2nd citizen of India. The elections of the president are slightly different from the elections of the vice president in India as in case of the vice president election, the members of the state legislatures are not the part of the electoral college but the nominated members of both the houses are the part of the electoral college.
