Hint: This question can be answered based on the flow of hot air and cold air in a region. First, we need to know how the cold air and the hot air moves in a given space. From this, further, we will be in a position to answer why the heaters are placed near the floors of the rooms rather than at a particular height.

Complete step-by-step solution:
To begin with, let us first understand how to do hot air and cold air move in a given region of space. Hot air is comparatively less dense as compared to colder air. Hence when hot air enters a given space it will always rise up such that the cold air moves down. In the winter season, the air surrounding us is colder as compared to our body temperature. Hence the heat from our body flows to the surrounding. Therefore we put the heaters on such that the heat from it keeps us warmer.
Let us say we place the heater at a particular height. Such that it is above our height level. Since the heater warms the air surrounding it, all the hot air will move upwards from that height itself and we will not feel the hot air. Therefore the heaters are placed near the floor such that the hot air rises from the bottom itself and warms the entire room uniformly. This is how we experience a rise in the temperature of the room.

Note: A similar reason followed when we fit air conditioners in our rooms. They are placed at some height. This is because the colder air moves downwards due to less density as compared to the hot air in the room. As the cold air moves from up to down, it will uniformly make the room colder from top to bottom.
