Neutrality is defined only when $ [{H^ + }] $ = $ [O{H^ - }] $ .pH is used to make pH indicators and they occur in many plants like hibiscus, red cabbage , grapes, etc. it is even present in our stomach and helps to maintain neutrality otherwise it causes acidity.
